Framework of an Action plan       for implementation of the      Kenya National Youth Policy

 
Strategic Area:   Youth Empowerment

 

Objective 1:

Provide equal opportunities for youth to productively participate in all processes of national development.

Output 1: Policy makers sensitised on the need to mainstream youth issues in national development by Feb. 2004.

Responsible: Ministry of Gender, Sports, Culture and Social Services.

 

Output 2: Baseline survey conducted in all thematic areas to establish the constraints that hinder the Kenyan youth from realising their full potential and dissemination done by March 2004

Responsible: Ministry of Gender, Sports, Culture and Social Services

 

Output 3: National youth policy enacted and operational by June 2004.

Responsible: Ministry of Gender, Sports, Culture and Social Services.

 

Output 4: The proposed national youth council operational by June 2004.

Responsible: Ministry of Gender, Sports, Culture and Social Services in collaboration with the Kenya national youth policy steering committee

 

Output 5: Youth issues integrated into national development plans and at least one youth focal point established in every Ministry by December 2007.

Responsible: Ministry of Gender, Sports, Culture and Social Services.

 

Output 6: 30 % representation of youth in decision making bodies at all levels achieved by June 2008.

Objective 2:

Enable the youth to realise their full potential

Output 1: Youth leadership programmes designed and implemented nation wide by December 2004.

Responsible: Ministry of Gender, Sports, Culture and Social Services.

 

Output 2: International youth exchange programmes in place by December 2004.

Responsible:. Ministry of Culture, Gender, Sports and Social Services

 

Output 3: Appropriate youth training programmes designed, tested and executed by June 2005

Responsible: Ministry of Culture, Gender, Sports and Social Services.

 

Output 4: At least three effective strategies for attitude change regarding the status and  role of youth in society developed and implemented by December 2005.

Responsible: Ministry of Culture, Gender, Sports and Social Services.

Objective 3: Mainstream and reflect youth issues in all relevant policies and policy documents.

Output 1: All existing policies reviewed by June 2004.

Responsible: All relevant Ministries.

 

Output 2: New policies that mainstream youth issues developed and enacted by 2007.

Responsible: All relevant Ministries.


 

 
Strategic Area:      Education and training

 

Objective 1: Accessibility to affordable and quality formal and non-formal education and carrier counselling for youth ensured.

Output 1: Recommendations of the Koech report implemented by 2005

Responsible: Ministry of Education.

 

Output 2: Scholarships and bursaries to needy students increased by 30 percent annually by 2005

Responsible: Ministries of Education and Ministry of Finance.

 

Output 3: Secondary education provided free by 2006.

Responsible: Ministries of Education and Ministry of Finance.

 

Output 4: Carrier guidance services and youth resource centres established in every district by 2005 and at every school by 2006.

Responsible: Ministries of Education and Ministry of Gender, Sports, Culture and Social Services

 

Output 5: Non-formal education, functional education and training for youth with special interests and also for disadvantaged youth promoted and mainstreamed.

Responsible: Ministries of Education and Ministry of Gender, Sports, Culture and Social Services.

 

Output 6 : Non-formal education, functional education and training (incl. vocational training) and carrier guidance adequately resourced and equipped (human & financial resources allocated) by 2006.

Responsible: Ministries of Education, Ministry of Finance, Office of the President, Ministry of Gender, Sports, Culture and Social Services

 

 

Objective 2: Equip the youth with relevant skills for the labour market.

Output 1: Effective linkages between educational institutions and employers established to provide youth opportunities for research and internship increased by 25 percent annually.

Responsible: Inter-Ministerial committee.

 

Output 2: All vocational training curricula reviewed, amended and applied to meet the market demands.

Responsible: Ministries of Labour

 

Output 3: Adequate (quantitative and qualitative) vocational training opportunities created and/or further capacitated.

Responsible: Ministry of Labour and Office of the President

Objective 1: Actively promote youth employment at national, provincial, district and constituency levels.

Output 1: A programme addressing specific entrepreneurial needs of the youth to provide mentorship, technical expertise and credit access developed, tested and promoted nationally by 2005.

Output 3: The centres are fully equipped with youth friendly IEC and ICT application material by 2007.

Output 4: One high level business incubator for young entrepreneurs is established in each Province by 2007.

Responsible: Ministry of Labour.

 

Output 5: Youth issues are mainstreamed in all existing employment and labour policies and provisions and a youth. employment policy is developed and adopted by 2005 and fully operational by 2006.

Objective 2: Reduce the level of unemployment among the youth by 10 percent annually.

Output 1: Mechanisms are in place to lobby for 30 percent minimum quota for recruitment of youth in gainful employment in both public and private sector by 2005.

Responsible: Proposed national youth council.

 

Output 2: At least 100,000 youth are placed on internships in both public and private sector annually by 2006..

Responsible: Ministry of Labour

 

Output 3: Vocational apprenticeship promoted nationwide and accessible to out of school youth

Responsible: Ministry of Labour, Ministry of Gender, Sports, Culture and Social Services

 

 

Objective 3: Increase the involvement of youth in the main economic growth sectors, e.g. construction, manufacturing, agriculture, tourism and ICT.

Output 1: Out of school youth are educated on innovative and best practices in agricultural production, manufacturing, ICT and construction by 2005.

Responsible: Ministry of Agriculture, Ministry of Works, Ministry of Trade and Industries

 

Output 2: A training and demonstration farm for young men and women is established in each district by 2005.

Responsible: Ministry of Agriculture.

 

Output 4: Access ownership and rights of youth to productive resources, especially land, micro finance significantly improved by 2005.

Responsible: Ministry Lands. Ministry of Gender, Sports, Culture and Social Services.

 

Output 4: At least two youth co-operatives are formed at district level by 2006.
